| Abstract: | Democratic politics is the core of the political civilization,which is based on the legality.The demand of democracy and legality is to implement constitutional government,which is the inevitable way for modern political civilization.The implementation of constitutional government should be provided with well improved constitution and its guarantee system,government with dividing and limiting power system,and nationalization and professionalization of military force. |
