| 摘 要： | 西安市地处我国内陆,水资源严重短缺。近年来,缺水问题更成为制约西安市进一步发展的瓶颈。西安市水资源开发利用面临诸问题,应进一步推进水费制度改革,实施多样化的水价机制;积极推广中水处理技术,实现中水利用多元化;广泛推广使用节水智能卡;进一步完善监管体系,建立与工业、企业合作的长效机制,以期达到水资源的优化配置,缓解西安市水资源短缺问题。
