摘    要:开放性学习制度是对各种学习资源进行整合与共享的一系列制度安排.它不仅契合了学习型社会以人为本的理念,而且追求人的幸福、自由、尊严与终极价值,使得学习机会与学习资源能有效地在社会公众之间共享,实现了全民学习、处处学习与时时学习的目标,成为学习型社会建设的重要制度保障.瑞典的“学习账户”与英国的“开放性大学”是开放性学习制度建设的成功典范,启示我国在学习型社会建设中,应该重视开放性学习制度构建.

Abstract:Open learning system is integration and sharing on various kinds of learning resources, and then form a series of institutions and arrangements that are in favor of everyone learning in everywhere and anytime. It insists on people-oriented, which is helpful to realize the objective that in favor of everyone learning in everywhere and anytime. As a result, it will become an important system guarantee for the construction of a learning-oriented society .Reference the experiences of construct open learning system such as Sweden's "learning account" and Britain's "Open University" ,China's open learning system constructing should do efforts in the following several aspects.
