| 摘 要： | 现代人力资源管具有十分丰富而又深刻的内涵，它与经济发展有着相互依存、相互作用的密切联系。开发人力资源既是现代经济发展的基础和保证，又是现代经济发展的基本内容。当代国际经济竞争的中心内容是现代人力资源的占有和开发。我国开发人力资源应当在控制数量、提高质量、优化管理、加强立法等多方面做好工作。
