基于政策视角的福建省职业教育集团化发展研究

摘    要:职业教育集团化发展存在显著溢出效应,既对社会人力资本积累和全要素生产率提高具有重要意义,也是加快推动经济转型、提高就业率和打赢脱贫攻坚战的重要组成部分。福建省关于职业教育集团化建设颁布实施的政策具有一定的典型意义,依据公共政策学相关理论,以时间为线索,从政策视角分析福建省职业教育集团化政策的演进图景,基本经历了“初始—发展—深化”阶段,进而对福建省职业教育集团化政策发展阶段中的共性与发展趋势进行分析,最后围绕政府、企业和学校三大主体为职业教育集团化未来的发展提出了建议:以把握主导职能为理念,认清政府、企业和学校各自的角色定位;以厘清各自关系为导向,谋求共同利益;以找准助力方向为要义,注重内涵式建设。

Research on the Group Development of Vocational Education in Fujian Province Based on the Policy Perspective

Abstract:There are significant spillover effects on the development of vocational education group, which is not only of great significance to the accumulation of social human capital and the improvement of total factor productivity, but also an important part of accelerating economic transformation, increasing employment rate and winning the fight against poverty, and developing vocational education, so that everyone has a chance to make a difference. Fujian Province's policy of promulgating and implementing the establishment of the construction of vocational education group has certain typical significance. According to the relevant theory of public policy science, taking time as a clue, from the policy perspective, analyzing the evolution of the vocational education group policy, and it is found that it basically experienced the "initial-development-deepening" stage, and then analyzed the commonality and development trend in the development stage of vocational education group policy in Fujian Province. Finally, it puts forward some suggestions around the three main bodies of government, enterprise and school for the future development of vocational education group, mainly including the concept of grasping the dominant functions, and recognizing the respective roles of the government, enterprises and schools. To clarify their relationship as the guide, seek common interests;to find the right direction of assistance as the key;pay attention to the connotation of construction and so on.
