德国职业教育产教融合的治理体系、特色及启示

摘    要:深入推进职业教育产教融合是当前我国职业教育改革发展的重大任务,但目前产教融合的治理体系相对薄弱,产教融合改革存在诸多阻滞。德国职业教育产教融合治理体系健全成熟,特色明显,政府、行会与工会等多元主体积极介入,重视协调机制构建,成为紧密联系、彼此协调的产教融合命运共同体;从宏观政策制定到微观运行程序,对产教融合进行系统设计,规定明确具体,可操作性强;重视职业教育法规、标准的建设与修订,法规标准体系健全,保障十分有力;采取补贴、贷款、税收、项目等方式激发企业参与动力,重视通过各种途径营造良好的社会文化氛围,增强产教融合的社会心理认同。当前,我国职业教育产教融合治理体系构建应着力加强顶层设计、健全法规体系、完善体制机制、优化课程治理、积淀文化氛围。

The Governance System,Characteristics and Enlightenment of the Integration of Industry and Education in German Vocational Education

Abstract:Deepening the integration of industry and education in vocational education is a major task in the current reform and development of vocational education in China. However, due to the relatively weak governance system of industry and education integration, there are many obstacles in the integration reform of industry and education. The German vocational education Industry-Education integration governance system is sound and mature, with obvious characteristics. The government, guilds, trade unions and other diverse subjects actively intervene, attach importance to the construction of coordination mechanism, and grow into a closely linked and coordinated community of common destiny of industry and education. From macro-policy formulation to micro-operation procedures, the integration of industry and education is systematically designed with clear and specific provisions and strong operability. Attach importance to the construction and revision of vocational education regulations and standards, the system of laws and standards is sound, and the guarantee is very powerful. Encourage enterprises to participate by means of subsidies, loans, taxes, projects, etc., and attach importance to creating a good social and cultural atmosphere through various ways, and enhance the social psychological identity of integration of industry and education. At present, China's vocational education Industry-Education integration governance system construction should focus on strengthening the top-level design, improving the legal system, improving the system and mechanism, optimizing curriculum management and accumulating of cultural atmosphere.
