| 摘 要： | 在百年不遇的金融危机冲击下，失业返乡农民工面临着极大的生存和发展困境。本文检视当前农村救助体系的不足，坚持“扶持与帮扶、效率与公平相结合”的原则，提出了一种发挥政府主导性和引导力，建立“生存与发展”、“扶持与捐赠”相结合的新型农民工救助体系，消除社会不稳定因素，促进整个社会的和谐发展。

| Abstract: | Under the impact of global financial crisis, the returned rural migrant workers would face lots of difficulties in life and work. The article has analyzed the deficiency of the rural aid systems. With the principles of combining help and assistance, efficiency and fairness, the article tries to propose a new mode of unemployment secure system, taking advan- tage of governmental leading role, a new mode which combines life and work, assistance and donation in order to eliminate the unstable factors and create a harmonious society. |
