| 摘 要： | 被征地农民养老保障是保障被征地农民老有所养的重要举措.各级地方政府在构建被征地农民养老保障的过程中,探索出将被征地农民纳入城镇职工基本养老保险、为被征地农民建立独立开放的养老保障和政府+商业保险三种主要养老保障模式.在保障效果以及和城镇职工基本养老保险衔接方面,纳入城镇职工基本养老保险模式最好;在政府责任方面,政府在纳入城镇职工基本养老保险和采取政府+商业保险模式中承担责任最大.综合考虑,目前被征地农民养老保障宜采取第二种模式,即采用完全基金制模式建立适应被征地农民特点的独立开放的养老保障制度.
