| 摘 要： | 公共组织之间的合作对于改善公共治理的绩效,弥合公共部门之间因为分隔而带来的裂痕至关重要。公共组织的合作决策受到组织内部、潜在合作对象以及宏观环境等诸多因素的共同影响,公共组织间的合作形成有赖于互动资源、政策资源以及结构资源的丰富程度。公共组织的合作决策目标是一个利益组合,这个利益组合是决策人、组织内部相关人、组织本身、关联组织以及公众以不同的形式进入公共组织决策过程的体现。
