| 摘 要： | 本研究报告通过量化分析与定性分析的方法,揭示了重庆市基础教育培养质量或办学质量的现状特别是现存问题,提出了一些基本的改革对策。总的来说,重庆市基础教育虽然取得了较大成绩,但所培养的学生各方面的素养都在一般和较差之间,不太能够满足社会发展的需要。为解决这一问题,重庆市的基础教育需要做好各方面的工作。其中,建议重庆市各级党委和政府及学校要充分重视全面提高学生素质这一根本的培养目标,充分重视基础教育的改革与发展;要建立财源稳定和资金充足的教育经费体制以便为基础教育办学质量的提高提供必要的条件;要认真改革课程和学校的各方面的工作,还要采取其它有效措施来提高重庆市基础教育的培养质量。

| Abstract: | Based on the quantitative and qualitative analysis, the authors have revealed the status quo, especially the existing problems of the quality of basic education in Chongqing, and put forward some measures in reform. On the whole, though some progress has been made in the basic education in Chongqing, the quality of students trained here is just from poor to fair, which can hardly meet the needs in the development of society. In order to solve this problem, Chongqing has to do a lot of work in the basic education. The authors' proposals are: Party Committees and governments, and schools at various level should: Pay more attention to the basic goal of all_round improvement of students' quality, to the reform and development of basic education; establish a system to provide steady and adequate finance to offer necessary conditions for the improvement of basic education; take earnest measures in the reform of curriculum and school management and administration. |
