| 摘 要： | 各地方高校都把实施“人才强校”战略作为加快高校发展的基础性工程，并取得巨大的成效。但在具体实施“人才强校”战略的过程中，在人才引进、培养、使用等方面都存在着一些问题。地方高校的人才建设应坚持“以德为先”理念引进人才；对学科带头人实施“重点培养”，坚持教育教学能力和科学研究能力一起抓；完善竞争激励机制，健全岗位设置管理制度和岗位绩效工资制度。

| Abstract: | Currently, quite a few local colleges are carrying out the tactics which are to make them stronger by talents resource construction. They are facing to some main problems which are about talents resource absorbing , cultivating, using. At the same time, we are to stick to the idea that morality is always priority than others; to stick to two centers when carrying out culture plan; to perfect complete and inspirit system, station-setup-management system and station performance-pay system, which help to advance the person resource construction in the local colleges. |
