| 摘 要： | 新巴塞尔协议的出台给全球的银行业风险管理理念带来了新变化,对我国的银行业既是挑战又是机遇。本文介绍了新巴塞尔协议的出台背景、主要内容和主要进步,分析了我国国有商业银行风险管理存在的问题,指出了我国银行业为适应新协议应做出的改进。我国银行业暂不执行新协议并不代表拒绝执行,而是努力充实银行资本金,健全风险管理制度,加强金融监管功能,强化信息披露,在将来更好地执行新协议。

| Abstract: | The declaration of the new Basel capital accord brought new changes to the concept of bank risk management in the world.It is a challenge as well as an opportunity to the banks in our country.This article introduces the background of the new Basel capital accord announcement,the main content and the main progress.It analyzes the problems in the risk management of banks in our country,and points out the improvement needed our banks to adapt the new agreement.Our banks won't carry out the new agreement in recent years.But it doesn't' mean that we reject the new agreement.The banks should enrich the capital,build up the risk management system,strengthen the function of financial supervision and enhance the information release.The purpose is to carry out the new agreement more smoothly in the future. |
