| 摘 要： | 大学生欠费已经成为高校中普遍存在的现象，严重影响了部分学校的正常教学和发展。文章从经济学的视角进行分析，认为“欠费”现象具有外部性特征，它与政府的资助制度、学校的管理制度、学生的信用制度等有关，必须通过完善制度设计才能从根本上解决“欠费”问题。

| Abstract: | College Students' tuition fee arrearage has become a widespread phenomenon in colleges and universities,which seriously affects the normal school education and development.From the perspective of economics,this paper says that "arrearage" has the external feature.It is related to the government's subvention system,the school management system,the students' credit.Thus only by improving these systems can the problem be solved. |
