| 摘 要： | 江泽民同志在党的十六大报告中，从“三个代表”的高度阐明了发展的意义，指出“必须始终紧紧抓住发展这个执政兴国的第一要务”，强调了发展在当代中国的突出地位，这是我们党对社会主义建设历史经验的科学总结，它深刻揭示了社会主义现代化建设的本质，进一步明确了发展是解决中国所有问题的关键。
