| 摘 要： | 分析我国民办园的发展现状和政府对学前教育的财政支持现状后发现:我国政府面临失去学前教育成本分担主体角色的风险;学前教育主体的民办园过度市场化可能导致学前教育偏离公益性的风险;民办园发展面临生存的风险;如果我国政府加大对民办园教育财政支持,可能面临财政高支持的风险。为此,建议政府加大对民办园的财政支持,以规避政府失去成本分担主体的风险;政府对民办园的财政支持单列项目经费,以规避民办园生存的风险;政府应减轻民办园家庭经济负担,以规避民办园教育偏离其公益性的风险;政府应采取分步分级的多元成本分担,以规避政府财政高支持的风险。

| Abstract: | After analyzing the present situation of the development of private kindergartens in China and the current situation of government financial support for preschool education,it is found that the government faces the risk of losing the main role of cost-sharing in the preschool education;the excessive marketization of private kindergartens which account for the main body of preschool education may lead to the risk that preschool education deviates from public welfare;the development of private kindergartens faces the risk of survival;it may face the risk of high financial support if our government increases the financial support for the private kindergartens education.Therefore,it is suggested that the government should increase its financial support to private kindergartens in order to avoid the risk of losing the main body of cost sharing;the government’s financial support to private kindergartens should include separate project funds to avoid the risk of survival of private kindergartens;the government should reduce the economic burden of families in private kindergartens education to avoid the risk that private kindergarten education deviates from its public welfare;the government should adopt a step by step and hierarchical multi-cost sharing measure to avoid the risk of high government financial support. |
