| 摘 要： | 国土规划是国土开发的纲领性件，是保证国土资源合理利用的基础和前提。科学的国土规期十分重要，这对山区尤其如此。在进行山区国土规划时主要应考虑资源特色、现实条件和社会需要、外部投入、市场需求、区域发展等因素。

| Abstract: | Land-use program is a guiding document on land development, which is also a foundation and precondition to guarantee appropriate utilization of land resources. It is very important to tap land scientifically, especially for mountainous area. Some factors should be taken into account when we work out the land-use program for mountainous region. For instance, unique resources, actual condition, social requirements, external investment, market demand and regional development. |
