| 摘 要： | 当前，益阳市城乡之间差距明显，利益矛盾比较突出，不同行业收入悬殊，缩小差距难度很大，强势越强弱势越弱，“马太效应”难以遏制是造成各种利益矛盾突出的主要原因。要解决这些矛盾，必须本着以“效率优先，兼顾公平”的理念为统领，以健全和完善利益协调机制为基础，以深化改革促进发展为动力的基本思路，加快经济发展步伐，夯实协调利益关系、维护社会公平的物质基础，推进体制机制创新，强化协调利益关系、维护社会公平的制度保障，健全利益协调机制。创造化解利益矛盾、维护社会公平的前提条件，发挥基层自治作用，形成化解利益矛盾、维护社会公平的整体合力。

| Abstract: | At present, the gap between urban and rural areas of Yiyang City apparently conflicts apparently. The interest are relatively prominent, income disparities in different sectors is very difficult to narrow the gap. ＂ Matthew Effect＂ is caused by a variety of difficult reasons. To resolve these contradictions that in order to improve and perfect the interests of the coordination mechanism and deepen the reform to promote development as the driving force of the basic ideas, accelerate the pace of economic development, strengthening the coordination of the interests of relations and safeguard the material basis of social justice, promote institutional innovation, safeguard social justice system to protect and improve the interests of the co - ordination mechanism, the creation of resolving conflicts of interest, a prerequisite for maintaining social justice, grassroots self - government to play a role in the formation of resolving conflicts of interest and safeguard social equity, the overall force. |
