| 摘 要： | 《1994GATT》第20条是WTO建立之前唯一涉及环境问题的规定,可以成为适用自由贸易规则的例外,而不必遵守世贸组织的其他基本原则和规则。WTO改革的重点也是在第20条上。我国已加入WTO,有必要弄清它的具体含义和适用的具体条件,以期把握WTO协调贸易与环境关系的基本态势和发展脉络,对促进我国外贸的可持续发展有一定的帮助。

| Abstract: | The Sub-clause 20 of "1994 GATT" is that WTO is concerned with the stipulation of environmental problem only before establishment,which can become the exception of the suitable rule of free trade,and need not comply with rule and the other basic principles of WTO.WTO is key as reforming to be also on Sub-clause 20.Our country has joined WTO,which is necessary to make clear its specific meaning and suitable specific condition in order to hold the basic situation of WTO coordinative trade and environmental relation and develop train of thought,and has certain help for promoting the sustainable development of the foreign trade of our country. |
