| 摘 要： | 《国家职业教育改革实施方案》(以下简称《方案》)的出台,给职业教育带来新的发展契机和利好。贯彻落实《方案》,最重要的是做好下位创新。下位创新是指与上位的政策创新、理论创新对应的,具有贯彻落实或躬行实践意义的一种自主创新。它是职业教育发展的根本生产力,是基于群体参与的普遍创新,是补足职业教育“短板”和“弱项”的不二选择。培养和提升下位创新能力,要正确定位创新的层级,要有对应的方法创新能力,要善于凝练下位创新的成果,要普遍开展下位创新能力提升的培训。

| Abstract: | The promulgation of the National Vocational Education Reform Implementation Plan has brought new opportunities and benefits to vocational education. Implementing the Plan, the most important thing is to do a good job of suordinate innovation. Subordinate innovation refers to an independent innovation corresponding to the policy innovation and theoretical innovation of the superior, and has the significance of implementing or practicing. Its importance lies in that it is the fundamental productivity of the development of vocational education, the universal innovation based on group participation, and the only path to reinforce the "short board" and "weak point" of vocational education. To cultivate and improve the ability of subordinate innovation, we should correctly locate the innovation level, have corresponding method innovation ability, be good at concreting the achievements of subordinate innovation, and generally carry out the training to improve the ability of subordinate innovation. |
