| 摘 要： | 知识产权战略实施绩效评估的关键部分是指标体系,专利指标尤为重要.然而,当前各种绩效评估过于注重大量使用专利数量指标,已经产生了不良导向作用.知识产权战略实施绩效评估必须充分重视专利质量指标.构建了一些专利质量指标,并利用W市专利产出数据,运用"纵向"拉开档次评价法,验证了专利质量指标对绩效评估结果的重要作用.

| Abstract: | The indicator system is the key part of performance evaluation of the implementation of intellectual property strategy.The patent indicators are the most important.However,many patent quantity indicators that were used in all kinds of performance evaluation have led to harmful results.Patent quality indicators must be attached importance in performance evaluation of the implementation of intellectual property strategy.This paper constructs some patent quality indicators,and with the data of patent output in W City. uses the evaluation method of enlarging"vertical"level to verify the effect of patent quality indicators on performance evaluation of the patent output. |
