| 摘 要： | 通过分析我国政府职能存在的问题及加入世界贸易组织对我国政府职能的要求，认为我国政府转变的关键在于必须转变行政观念，拓宽行政视野，处理好政府与企业和社会的关系，合理进行行政分权，培育完善市场体系，健全适应经济全球化的法律体系。
