摘    要:在西方管理理念发展的影响下,我国公共部门的人力资源管理也开始由传统的人事管理向现代人力资源管理转变,但是在社会转型期,现代人力资源管理理念的引入给公共部门的传统人事管理带来了很大的挑战,如何把握好公共部门选人标准,建立好相应的制度,为公共部门提供合适的人员,提高社会人力资源利用的效率,推动我们公共部门的各项改革,这正是我们要思考的问题。

Abstract:With the development of the management theories in the west,human resource management in Chinese public department schanges from the traditional personnel administration to modern management,which brings about great challenge to the traditional personal administration when the society changes.And there are many prblems for us to comsider,such as how to grasp the standard of choosing people,design the rules,deliver the right personnel to different departments,improve the utilization of the social human resources,and advance reforms of Chinese public departments.
