| Abstract: | Shaanxi Province is an important base of higher education in China. The popularization of higher education is the inevitable requirement of the social and economic development and the central government's strategy for West development. In light of the conditions of Shaanxi Province and the development of higher education, 20% of the gross enrollment rate of higher education is the minimum standard for the popularization of higher education. To achieve the goal, equal emphasis should be put on both quantity and quality, with the development of specialized higher vocational education as the orientation. As far as the strategic countermeasures are concerned, the principle of promoting both state-sponsored and non state-sponsored universities and colleges should be followed and relevant universities and colleges should be accurately positioned and classified. Moreover, modern educational techniques should be fully utilized for speeding up the development of distance higher education. |
