| 摘 要： | 中国封建社会是农业社会,自然灾害频繁发生,对当时社会的生产、生活产生了极为不利的影响。由于科学技术落后,生产力水平低下,个体小生产者粮食储备也极其有限,抵御自然灾害的能力十分微弱,常常遇到自然灾害,给人民生活带来困难,给社会增添不稳定因素。在清代,陇东地区气候较为异常,水旱灾害频繁,灾情之严重,堪称历代之最,造成了巨大的损失。在水旱灾害面前,政府和人民如何应对;这些救灾措施在当时所取得的了怎样的效果以及对于今人而言有何借鉴意义,这值得我们后人去深思与研究。

| Abstract: | China＇s feudal society is an agricultural society, natural disasters occurred frequently to the society at that time, production, life has been extremely adverse effects. In qing dynasty, longdong region climate more unusual, flood and drought frequent, the serious, this disaster in most, caused great loss. Drought in water before disaster, government and people how to deal with; These relief measures was obtained in the what kind of effect and for what is present in reference, this worthy of our posterity to ponder and research. |
