| 摘 要： | 城市边缘区是我国实施可持续发展战略必须重点研究的生态环境脆弱带，其土地 利用具有过渡性、多样性、动态性、集约性与非集约性的特征，当前面临农用地侵占严重、土地退化、土地利用空间结构不合理、土地收益流失严重等突出问题。为实现边缘区土地的可持续利用，应加强规划管理，做好土地利用规划与城市规划的衔接与协调；应运用遥感与地理信息系统技术，加强边缘区土地利用的动态研究；应优化边缘区城市建设用地的空间扩展模式，完善边缘区土地估价制度，推进边缘区土地的有偿使用；应创新边缘区管理体制，加强土地整理，并建设边缘区土地可持续利用的示范基地与示范工程。

| Abstract: | Urban fringe is a kind of Ecotones which we should seriously study. The basic characteristics of land use in urban fringe are transitivity, diversity, dynamicity, intensivity and non intensivity. At present, the land use of urban fringe faces many problems, such as farmland loss, land degeneration, unreasonable land use spatial structure, land income loss etc. In order to realize sustainable land use of urban fringe, it is necessary to reinforce plan management, realize coordination of urban planning and land use planning; strengthen dynamic research of land use in urban fringe by using Remote Sensing and GIS technology; select optimal spread model of urban land; perfect land evaluation system, promote the reform of land use system in urban fringe; innovate administrative management system, strengthen land arrangement; construct demonstration bases and engineering models of sustainable land use in urban fringe. |
