| 摘 要： | 阐述了区县教师进修学校建设的现状和存在的问题，指出基础资源配置与中小学和教育机关相比严重不足，这是制约区县教师进修学校建设和发展的瓶颈；教师进修学校处于基础教育改革的中心地位和重要环节；不断创造条件，优先、超前建设区县教师进修学校是一项具有历史意义和广阔前景的工作，只有提高认识，尤其是提高主管教育的政府领导的认识、准确定位，加上制度保障，才能真正处理好基础教育发展与加强教师进修学校建设的关系，建设好教师进修学校。

| Abstract: | The construction condition and existing problems of teachers＇ schools in districts and counties of Shenyang is elaborated. Compared with primary schools, middle schools and educational departments, the local teachers＇ schools are badly off for the elementary resource arrangement which is the key point to prevent its construction and development. Lying in the central part and important link of the basic educational reformation, advanced creating and developing is a meaningful job with broaden prospects. The ways to develop teachers＇ schools and to improve the relationship with basic education development are pointed out： improving the recognition especially the concerned government leaders＇ judgement and the assurance system. |
