| 摘 要： | 由于政策执行机构中的官僚主义、公共政策执行体制相对混乱、地方决议存在问题等障碍，公共政策在地方政府执行中出现障碍。文章认为，可以通过提高政策执行主体素质、建立信息沟通机制、优化政策执行环境、约束行政自由载量权度等，以促使公共政策在地方政府得到有效执行。

| Abstract: | There are problems in the process when local government carries out public policies resulted from the responsibility-confused system, local decision problems, and practical problems. The overall competence of the loeal government should be improved with a smooth information system, a better exeeution environment, and a supervision system for administration freedom. |
