| 摘 要： | 效率与公平对政治制约性根源于人们对物质利益和精神利益的追求，发挥利益的杠杆作用及实行社会的再分配是提高效率及实现社会公平的必要条件，掌握好社会竞争与社会差别的度，处理好效率与公平的关系，以实现社会的最大利益。

| Abstract: | The effects of efficiency and equity on politics results from people's pursuit of material and spiritual profits, thus the improvement in efficiency and the realization of social equity rests with the performance of benefits and the implementation of social redistribution. Therefore, it is essential that the relationships between efficiency and equity as well as between social competiti on and social difference be properly handled so as to maximize social benefits. |
