| 摘 要： | 当生态政治已经成为共识时,作为执行政治决策的公共行政却拖了后腿,传统公共行政模式已经不再适宜,我们亟需一种新的公共行政模式。公共治理可以成为一种选择,它可以凭借价值理性的追求救治工具理性的泛滥,从而应对生态问题。公民社会组织是公共治理的关键载体,它在生态行政时代的崛起,有利于消除生态问题广泛弥漫于社会中的风险效应。

| Abstract: | We find that public administration has been lagged behind when people reach consensus on eco-politics.Now that traditional public administration model has been proved to be out-of-date,we need a new one.Public governance is the very model.Because it can remedy the dilation of ration of instrument through ration of value soas to deal with ecological problems.In the field of public governance,the civil social organizations are the vital carriers of public governance.Now they spring up and will efficiently alleviate the eco-crisis effect. |
