| 摘 要： | 分析了文献中关于创新性及创新能力两个术语在定义、度量以及相互关系方面存在的歧义、混淆和不一致问题，对创新性与创新能力进行了新的诠释，给出了具有操作性的定义．提出一个从组织创新的数量、速率、效果以及效率等方面综合评价创新能力的四维概念与度量模型，将传统的定量与定性指标结合在一起，突破了一维定量或定性测度的局限性．通过国家863计划课题组层面技术创新能力评价的实证研究，验证了概念框架的合理性与可操作性，为深化创新能力研究提供了有益参考．

| Abstract: | It reviews and analyzes the ambiguities and inconsistencies existed in the definitions,measures,and relationship propositions concerning innovativeness and/or innovative capacity in literatures.To facilitate interpretation,it re-conceptualizes the theoretical construct for both innovativeness and innovative capacity,and designs an operationally conceptual framework for innovative capacity.A multidimensional measure of innovative capacity is proposed accordingly,with four measures,namely number,rate,effectiveness,and efficiency of innovation adoption,to substitute the various unidimensional measures ever applied in past research.The multidimensional measure,with quantitative and qualitative measures combined,may offset the void left by any singular unidimensional measure,either quantitative or qualitative in nature.An empirical study on the assessment of process innovation capability of Task Force Units(TFUs),involved in China National High-tech Development(863) Program,has exemplified that the theoretical framework is both operational and feasible,and is recommended for further application. |
