| 摘 要： | 内蒙古在西部开发中应当建立统一、开放、竞争的劳动力市场。要加强立法，依法保障劳动为资源合理配置；严肃执法，保障劳动力市场的良性运作；协调劳动关系，依法保护人的合法权益。而完善的劳动力市场必须依靠法律的保障和政策的灵活调整。要吸引、使用人才，在劳动力市场的立法中应把人才的使用作重点设计，要重视智力投资；实行以企业为主的原则，使企业尽快形成各负其责、协调运转、有效制衡的公司法人治理机构；加大对用人单位制定的内部规则合法性的审查，以充分保护当事人的合法权益，创造良好的用人环境。

| Abstract: | Inner Mongolia should set up a labor market that is unified,competitive and open to the outside world.Firstly,the legislation should be enhanced so that a rational distribution of labor resources can be protected in accordance with laws.Secondly,the laws should be enforced vigorously in order to guarantee the virtuous function of the labor market.Finally,the relations of labor should be coordinated so that the legitimate rights and interests of the parties concerned will be protected in accordance with legal regulations.But,a perfect labor market will have to rely on the protections of laws and flexible adjustments of policies.In the process of making laws,how to use talents should be designed as a key point.Only in this way could the talents be attracted and used properly.The investment in brainpower should be paid much attention to.The principle of taking enterprises as the dominant factor should be carried out.Then the enterprises can be organs that are responsible for themselves,functioning properly and checking and balancing effectively under the administration of artificial persons.In addition,inspection of whether the internal regulations of the employing units conform to the laws or not should be strengthened in order to protect the legitimate rights and interests of parties concerned and to create a good environment for personnel placement. |
