| 摘 要： | 训政体制是国民党在1928—1948年间确立和实行的一种独特的政治制度。它的建立是国民党打着向民主宪政过渡的旗号,实现其以党治国和一党专政的具体表现。我们通过这一体制可以看出国民党和南京政府的反动本质。同时我们也应看到它作为一种新的政治制度,是由封建专制向资产阶级民主政治过渡过程中产生的,是孙中山民主思想和民主理论的首次具体实践,具有一定的民主内容和民主精神,推动和促进了中国民主政治的发展。因此,我们要正确评价训政体制在我国现代政治制度发展史上的地位和影响,必须了解训政体制的理论来源,确立过程及其主要内容和特征。

| Abstract: | Paternalism System is a peculiar political system set up and carried out by KMT during1928-1948. It manifests that they actually meant to realized "administering a country by party" and "dic-tatorship of one party only" under the banner of transiting from the old system to democratic constitution-alism. Through this system,we can see the reactionary nature of KMT,and Nanking Government. Howev-er,we can also see that,as a new political system emerged in the process of transition from feudal autocra-cy to bourgeois democracy, Sun zhongshan's democratic thoughts and theories were practised for the firsttime,in a sense,it embodied sun's democractic ideas and spirits and speeded up the development of democ-racy in China. Therefore,if we want to evaluate correctly paternalism system's status and influence in po-litical system development of Chinese modern hitory,we must know its' theoretical source establishmentprocess and main contents and characters. |
