| 摘 要： | 日本公营住宅是日本公共住房保障体系中最重要的组成部分,始建于1951年,但因其大部分建筑年久失修,建筑物设施陈旧,而且本身严重老化,因此,日本公营住宅已不能满足现代社会的需求。随着近来日益高涨的环保意识以及居民要求提高防抗灾能力的需求,日本各级政府采取了多项应对措施,较好地解决了一些实际问题。特别是日本大地震发生后,各地方政府纷纷提供公营住宅解决灾区居民的居住问题,反映了公营住宅社会职能的新变化。所以总结日本的经验教训,对正在建设中的我国公共保障性住房制度具有一定的借鉴意义。
