| 摘 要： | 运用实地调查法、访谈法和案例分析法探讨沪、苏、粤三地政府培育发展体育社会组织的实践。研究发现，上海创新政府购买赛事服务长效机制，体育社团内在活力持续激发；江苏吸引社会力量参与体育社团建设，体育社团实体化社会化程度日益显著；广东重视体育组织规范化治理，体育组织发展多元扶持体系逐步完善。但仍存在着培育制度有待完善、政府职能转移力度不够、对奥运项目体育组织和非奥运项目体育组织的扶持欠均衡和体育社会组织自身较为弱小等问题。研究认为，政府应尽快完善培育体育社会组织的制度设计，强化非奥运项目体育社会组织的扶持力度，加快政府职能转变推动简政放权，提高体育社会组织业务能力水平等。

| Abstract: | Through field research,interview and case analysis,this paper studied how the local governments cultivated sports social organizations in Guangdong,Jiangsu and Shanghai. It was shown that Shanghai initiated the long-term mechanism of governmental purchasing of competition service,stimulating the vitality of sports associations. Jiangsu encouraged social forces to participate in the construction of sports associations and the degree of materialized socialization of sports associations had become more and more significant. Guangdong attached great importance to the standardized management of sports organizations,and the diversified support system for the development of sports organizations had gradually improved. However,the cultivation system needed to be improved. The functions of the government were not transferred enough. The supports for the Chinese Olympic sports organizations were greater than those to the Non-Olympic sports organizations. The social sports organizations were not well developed. The government should perfect the system of cultivating sports social organizations,strengthen the support for the Non-Olympic sports organizations,speed up transferring government functions and delegate power to the lower levels,improve the professional ability of sports social organizations. |
