| Abstract: | The system charged by a headmaster is not one only charged by the headmaster himself.It is an organic entirety consisting of the hedmaster's overall charge, the Party Organization's supervition and ensurance and the teachers Union's, management. In practice one-sided views and bad action must be avoided. Besides the relationship between the Party and administration should be properly dealt with . |
