| 摘 要： | 20世纪30年代之前，我国农村信用合作社的发展受到限制，之后的70多年中，农民似乎一直被排斥在外。经过计划经济时期的“合作升级”和“官办化”，农村信用合作社已很难实现真正的合作制。因此，农村信用合作社应逐步向股份制方向转化，同时将其政策性业务完全分离，使其成为真正的商业性金融机构。

| Abstract: | Before 1930s, Chinese rural cooperative society was restricted and farmers had been far away from its administration in the past 70 years. After the ＂cooperative upgrade＂ and ＂government ownership＂ in the period of plan economy, it is no longer a cooperative organization. In this paper, the author suggests that Chinese rural credit cooperative society be reformed into a joint-stock agency and become a real commercial organization with the policy business being isolated from the commercial business. |
