| 摘 要： | 优化生产要素配置，正确处理人地关系，高效利用土地，已成为土地制度追求的基本目标。在全面建设小康社会的新阶段，必须转换机制，发挥市场在土地资源配置中的基础性作用。这不仅是资源配置规律的基本要求，也是土地经营中诸多利益关系和矛盾寻求平稳的需要。首先认识农用土地流转中存在的问题及其应坚持的原则，通过对现阶段农用土地流转中存在的问题及原因的分析提出促进农用土地流转的对策建议。

| Abstract: | Optimizing resource distribution, dealing with the relation between population and land, and making use of land effectively are the elementary aims of land institution. In new stage of the overall construction of middle-class family society, it is important to transform the mechanism as well as bringing into play the use of market in land resources arrangement. It is not only the basic request of the law of sources arrangement, but also the demands of looking for balance among various interests around land. At first, this thesis ascertains the problem and principle of the rural land circulation, then through analyzing the problem puts forward some countermeasures. |
