| 摘 要： | 作为治理活动的内在要求，参与是治理概念的应有之义，公民参与是社区治理的本质要求。参与的实质是赋权。我国许多城市社区不断地在实践中发展和推动社区参与，从而使社区更好的发展。通过对成都市成华区和深圳市盐田区在此方面的实践的比较．对社区参与进行了详细的阐释。

| Abstract: | As the governance intrinsic request,the participation is the original meaning which the concept of governance should to be have.The citizen participation is the essence which community governance requests.The participation essence bestows on the power.Many communities in cities of our country unceasingly develop and impetus community participation in the practice,making the community better development thus.This article has carried on a comparison to the fulfillments which the Chenghua area in Chengdu and the Yantian area in Shenzhen have made in this aspect,and give a detailed explanation to the community participation. |
