| 摘 要： | 我国公民社会的不断成长和壮大，改变了政府与公民社会的关系模式，从而促成了政府管理模式的深刻变迁。建国以来，我国政府管理模式经历了由统治型政府向管制型政府的嬗变，并将向善治型政府模式迈进。善治型政府模式模式的构建，离不开“积极公民”与“积极政府”的相互合作与共同努力。政府应致力于增强公民的参与意识和参与能力，大力培育和发展民间组织，改革政府管理方式。
