我国林业人才单向流动的原因分析

摘    要:除经济体制、用人机制外,林业经济技术发展滞后、林区工作条件艰苦、政策调控失误、思想观念与社会心理的影响、人才市场竞争和国际人才竞争等都是造成我国林业人才单向流动的重要原因。只有在不断深化林业经济体制和用人机制改革的同时,从政策调控、改善条件、培育发展林业人才市场和加强宣传教育等几个方面采取有力措施,才能稳住、用好、培养、吸引各方面有用人才,进而建设一支宏大的高素质的林业人才队伍,以适应生态环境建设和林业跨越式发展的需要。

Abstract:Besides the irrational economic system and the out-of-date employment mechanism , the one-way flow of forestry talents in China results from backward development of forestry economy and technology, poor working conditions in the forest regions, faults in policy adjustment and control, influence of the change of thinking and soci-psychological factor, competitions for talents at domestic employment markets and the world-wide competitions for talents, etc. . We should continue to deepen the reforms of forestry economic structure and the employment mechanism, and take effective measures in the aspects of policy control, improving working conditions and strengthening propaganda. Only thus can we keep, make good use of, cultivate and attract various kinds of talents. Then we can have an army of high-quality forestry talents to meet the needs of the construction of ecological environment and the rapid development in forestry.
