| 摘 要： | 我国高校的行政化不等于官僚化,它的部分问题恰恰在于由官僚化体制的不足而带来的权力约束不足,以及权力运行的随意性。由于现实中行政权力和学术权力间界限模糊,去行政化的要略在于:一方面,需要减少日常工作管理中过多的行政性繁文缛节;但另一方面,在有关核心正式制度环节上,反而需要强化程序的规范性和对行政与学术权威权力运作的刚性约束。
