| 摘 要： | 我国的高等教育的历史和现实表明高等教育＂行政化＂是计划体制的产物,主要表现为不适应社会主义市场经济体制、政府与高校关系失衡和高校管理中行政权力泛化。这一切导致了高等教育的发展偏离了大学的精神、损害了高校的公众形象、增加了政府负担甚至危及社会稳定。在政治体制改革的框架下,高校去＂行政化＂、以制定＂校宪＂为核心重构高校内部管理体制、培育和引入第三方参与高等教育评价等应是推进高等教育体制改革的重要内容。
