| 摘 要： | 由于历史和经济发展水平等原因,河南高等教育事业基础比较薄弱,为适应高等教育事业快速发展的需要,全省高等学校开拓进取、加大投入,基本建设工作取得突破性进展,在实践中形成了自己的特点.但是,河南高等学校基本建设工作也面临着困难和问题.如贷款难,高等学校基本建设资金筹措存在很大压力; 政府投入不足,高等学校基本建设资金结构不尽合理; 市政基础设施配套项目建设滞后,学校基本建设工作受到一定影响; 施工环境差,增加了高等学校的基本建设成本,延缓了高等学校基本建设工作的进度;征地困难,使部分高等学校新校区建设规划无法正常实施.解决这些问题和困难的出路仍然在于改革和发展：营造有利于高等学校基本建设工作的社会环境; 加大资金筹措力度,缓解高校基本建设经费压力;优化配置现有高等教育资源,对高校老校区土地置换给予政策支持; 解决好市政基础设施配套和高校基本建设项目的建设环境问题.

| Abstract: | Because of historical and economic development, higher education in Henan Province is feeble. To adapt to the rapid development of higher education, higher educational institutions in Henan made many beneficial attempts and achieved breakthrough in fundamental construction. Meanwhile, some problems and difficulties exist. For example, it is difficult to get loan. The governmental investment is not enough. Corresponding projects lag behind. All these have an adverse effect on fundamental construction. The key to these problems lies in reform and development to build the atmosphere that is advantageous to the fundamental construction, increase strength to raise money, to collocate reasonably higher education resources and so on. |
