| 摘 要： | 改革开放的深化带来了民间组织的“爆发式”增长。一方面,民间组织需要向政府谋求生存和发展的空间;另一方面,政府在社会治理上存在失灵现象,需民间组织发挥拾遗补缺的重要作用。民间组织与政府之间是相互合作的关系,政府为民间组织的发展提供制度保障,而民间组织协助政府解决改革深入阶段所面临的各种经济与社会问题,二者在合作模式下的协同治理中不断得到加强。民间组织是一种自上而下的政府选择行为,从近期来看,政府的主导地位不会改变;但从长远来看,民间组织的民间性将逐步得到加强,其自主性和自我管理能力会逐渐增强,与此相应,社会治理的架构也随之由政府对社会的控制走向政府与社会共同实行的民主治理。

| Abstract: | The deepening of reform and opening-up has brought NGOs outbreaking growth.NGOs need to seek space of survival and development,and on the other hand,the government with governance failures need NGOs to play an important role in social governance.The government provides NGOs with system and NGOs help the government solve economic and social issues.Their cooperative relationship has been continuously strengthened.The NGO is a top-down choice behavior,so the government's leading position will not change recently.However,in the long view,the NGO's autonomy and self-management capabilities will be strengthened gradually.Corresponding to this,social governance structure will shift from government domination to co-governance by the governmant and NGO. |
