| 摘 要： | 我国现行的高考制度存在着严重的地区不均衡,它形成于高考统一命题、分省市划定录取分数线,延续于高考分省市自主命题,强化于高校“地缘化”,其中起决定因素的是各地不公平的高考录取率。解决这一问题的办法首选是恢复全国统一命题、统一录取标准,实施按地区人口总数的比例,考虑生源质量,专业特色等因素分配招生计划;其次是增加高等教育机会供给,大力发展高等职业教育并建立独立的高职招生体系;强化后发地区的基础教育,从根本上缩小东西部教育硬条件和软环境的差异,从而逐步实现区域教育公平。

| Abstract: | There exists serious area- unbalanced problem in current college entrance examination system, which is caused by some reasons. The decisive factor is the unequal admission line in different areas. This paper discusses the solutions to this problem： First, the whole country should have the same exam paper and the same admission criteria; Second, more higher education chances should be supplied and higher vocational education should be developed; Finally, to realize area education fairness, the elementary education should be strengthened. |
