| 摘 要： | "十一五"是实施《国家中长期科学和技术发展规划纲要(2006-2020)》的开局阶段,是实现中长期科技发展规划战略目标的重要时期,同时也是为建设创新型国家奠定基础的时期。科研机构如何在"十一五"期间发挥重要的科技带头作用,是解决发展的一个有效途径,通过对吉林省各大科研机构的调研,提出了地方要想发展必须做好的几项工作,才能形成生存与发展、发展与速度相互协调的和谐局面。

| Abstract: | The ＂llth Five- Year Plan＂ is the start phase of ＂China Extended Science and Technology Development Pro- gram and Design＂, it＇s an important period to implement the extended science and technology development strategic target, and meanwhile it＇s a period to lay the foundation of constructing an innovating style country. The paper deeply studied the scientific re- search institution of Jilin province, carried out some necessary tasks to implement the development of Jilin province. And the har- monious developing phase of between survival and development and between development and speed will appear. |
