| 摘 要： | 贵州是全国唯一没有平原支撑的内陆山区省份。当前，贵州生态环境面临十分严峻的形势，不仅人均资源相对紧缺，而且全省石漠化面积已占土地总面积的7％以上，并且每年仍以533平方公里的速率递增，已严重威胁到经济社会的可持续发展。所以，贵州确立环境立省，不仅加快生态环境建设的步伐，而且对实现富民兴黔大业，具有十分重要的战略意义和现实作用。

| Abstract: | Guizhou is the only mountainous inland province without plain all over the country. The ecological environment of Guizhou is facing a very serious situation which causes a serious impact on the economic and social sustainable development currently. The province is in so severe a situation that we meet not only the relative shortage of resources per capita, but also the rocky desertification area of the total land area is above 7%, which increases at 533 square kilometers every year. Therefore, carrying out the strategy of ＂Developing Guizhou on Environment＂ is of great strategic and practical significance to promote the ecological construction, make Guizhou people rich and develop Guizhou Province. |
