日本教育公务员制度的特点及其对我国的启示

摘    要:提高教师队伍的质量是世界各国教育改革的重点。各国教师管理模式主要有三种:公务员,教育公务员及教师专业人员聘用制。目前我国实行的是专业人员聘用制,学术界时有将教师作为公务员来管理的呼声,本文分析了日本教育公务员制度的特点,包括岗位设置、岗位任命、岗位晋级和轮岗制度等方面,探讨了其对我国的启示。

Characteristics of Education Civil Servants Position Management of Japan and Its Inspiration to China
Abstract:Ensuring high-quality teachers is the focus of education reform around the world.There are three main teacher management models,followed as civil servants;education civil servants and professionals.At present,China carries out professional employment system.Academia often suggests that teachers should be regarded as civil servants.This paper analyzes the characteristics of position design,appointment,promotion and rotation in the process of education civil servants position management of Japan,then proposes several suggestions combined with the issues in teacher position management of China.
