| 摘 要： | 我国各类自然灾害多发,备灾救灾形势十分复杂严峻,在政府主导、社会互助的原则下,在更加重视社会事业和民生的＂十二五＂期间,红十字会应当抓住有利时机,找准定位,抓住主线,创新思路,凝心聚力,利用不同于其他社会组织的特殊优势,以救灾体系建设为中心,一手抓备灾,一手抓灾后恢复重建,充分发挥政府在人道主义工作领域的助手作用,构建一个可以与政府备灾救灾体系联动的红十字备灾救灾体系,成为政府备灾救灾体系的有效补充。

| Abstract: | Various natural disasters happen more and more frequently in China,the situation of disaster preparedness and relief is complex and grim,On the principle of that Government＇ ll lead and Society＇ll complement,Government will take more attention to social cause and livelihood during ＂12 th Five-Year＂,Redcross Society should seize the opportunity by the forelock and establish Redcross Disaster Preparedness and Relief System,try to become effective supplementary of Government＇s system. |
