| 摘 要： | 在从关注过程的传统管理到关注过程与结果并重的公共管理的转型过程中,政策监测与评估已经成为世界各国提高政策绩效的有效工具。我国教育政策监测与评估权力既有垂直结构中的行政部门、立法部门、政党监测与评估,又有来自水平结构中的社会组织、公众、大众传媒和舆论的监测与评估。在这两种权力来源与向度中,各主体呈现出各自的利弊,因此需要对教育政策监测与评估主体进行顶层设计。
